Proposal for Atlanta — "Atlanta 188," A Groundbreaking City-Wide Celebration of Past, Present, and Future

New initiative, designed by W. Calvin Anderson, MS. ED., introduces "The Atlanta Learning City," a P-20 educational model to galvanize the community annually.

ATLANTA, GA – June 9, 2025 – Atlanta Shoutout's, today announced the idea to propose to the city of Atlanta a mega initiative called "Happy 188th Birthday Atlanta" (Atlanta 188), a transformative, year-long celebration designed to unite all citizens around a shared vision for the city's future. If spearheaded by the city, this initiative reframes the city's anniversary from a single day of observance into a dynamic platform for civic engagement, education, and community empowerment.

The celebration is anchored by the launch of a new educational framework, "The Atlanta Learning City: A P-20 Model for Productive Civic Engagement." This innovative model serves as the cornerstone of the Community Empowerment Program, an adaptation of W. Calvin Anderson, MS. ED.'s historical Student Empowerment Program (c. 1992). The model's philosophy is to turn the city itself into a classroom, providing opportunities for every Atlantan—from pre-schoolers to university scholars—to engage directly with the people, history, and systems that shape their home.

"Atlanta's strength has always been its people and our capacity for progress," said Mr. Anderson. "The 'Atlanta 188' celebration is more than a birthday party; it's a call to action. It's an opportunity for us to connect with our rich history, celebrate our vibrant present, and co-create our future. This initiative will galvanize our city, fostering the intergenerational collaboration and forward-thinking vision needed to move Atlanta forward, together."

At the heart of the initiative is the Atlanta 188 Interactive Workbook, a digital and print resource that makes complex civic information accessible and engaging. The workbook guides users through Atlanta's leadership landscape, financial reports, cultural history, and neighborhood milestones. It is designed to be used in classrooms, boardrooms, and living rooms across the city.

The "Atlanta Learning City" model is an American interpretation of the renowned European "Productive Learning" philosophy, which emphasizes learning through real-world projects.

"We are transforming civic education from a passive subject into an active, life-long practice," said W. Calvin Anderson, the instructional designer behind the model. "By celebrating our 'place-based selves,' we empower learners to understand that their own story is intrinsically linked to the story of Atlanta. When a student can analyze the city budget, when a family can explore the history of their neighborhood hero, and when a business leader can partner with a local school on a conservation project, we are building the habits of mind for a generation of empowered, effective citizen leaders."

The celebration will unfold from June to December 2025 with a "Calendar of Participation," encouraging all Atlantans to get involved through a variety of fun and exciting activities, including:

  • City-wide Art Contests and All Culture Weeks to celebrate Atlanta's diversity.
  • Celebrity Motivate Celebrations featuring notable artists, athletes, and hip-hop scholars to promote the initiative's educational models.
  • Curated Museum and Landmark Visits that connect our city's past to its future.
  • An interactive "Vision Board" where all citizens can submit their ideas for the city's next chapter.

The success of the initiative will be measured by the "Atlanta Consecutive Community Galvanizing Metric," a new benchmark for tracking civic health through informed engagement, cross-sector collaboration, and intergenerational vision.

All residents are invited to participate by visiting the official hub for the celebration at www.Happy188thBirthdayAtlanta.com and www.Atlanta188.com.

About the Community Empowerment Program:The Community Empowerment Program, founded by W. Calvin Anderson, MS. ED., is an evolution of his nationally recognized Student Empowerment Program (c. 1992). Its mission is to apply proven educational models to a city-wide scale, fostering a culture of informed, active, and collaborative citizenship for all ages.

A Strategic Framework for Community Galvanization

Applying the HBR Guide to Managing Strategic Initiatives to Atlanta's 188th Birthday

I. Defining the Core Initiative: The "Why"

  • Initiative Statement: To galvanize all Atlantans around a unified, forward-thinking vision for the city's future by celebrating its 188th birthday through interactive engagement with its leadership, history, and culture.
  • Core Goal (The "North Star"): Increase civic pride, foster intergenerational and cross-sector collaboration, and generate a citizen-sourced "Vision Board" that can inform future city planning and community projects.
  • Key Performance Indicators (KPIs):
    • Number of "Vision Board" submissions via the interactive workbook.
    • Participation rates in the "Calendar of Participation" events across all constituent groups.
    • Media mentions and social media engagement using a unified hashtag (e.g., #ATL188).
    • Formation of new partnerships between listed leaders, businesses, and community organizations.

II. Stakeholder Analysis & Engagement Strategy

This framework identifies key constituent groups and outlines tailored strategies to ensure their meaningful participation.

1. Business & Corporate Leadership (e.g., Ed Bastian, Ted Decker)

  • Strategic Priority: Leverage corporate resources and influence to amplify the initiative's reach and impact.
  • Engagement Tactics:
    • Action Item: Form a "188th Birthday Host Committee" chaired by a prominent CEO to champion the initiative in the business community.
    • Action Item: Create corporate sponsorship packages for key "Calendar of Participation" events (e.g., Juneteenth, Pride Parade) that fund community access.
    • Action Item: Launch an "Atlanta Forward" day of service, encouraging companies to give employees paid time off to volunteer with non-profits listed in the workbook.

2. Government & Elected Leadership (e.g., Mayor Andre Dickens, City Council)

  • Strategic Priority: Utilize public platforms to legitimize the initiative and integrate its outcomes into official city planning.
  • Engagement Tactics:
    • Action Item: Mayor Dickens officially launches the workbook and calendar via a press conference at a historic landmark.
    • Action Item: Each City Council member hosts a town hall in their district to discuss the workbook and gather "Vision Board" ideas from their constituents.
    • Action Item: Pass a City Council resolution formally recognizing the "Vision Board" as a source of community input for future comprehensive development plans.

3. Community & Faith-Based Leaders (e.g., United Way, neighborhood associations, local clergy)

  • Strategic Priority: Mobilize grassroots participation and ensure the initiative is inclusive and representative of all neighborhoods.
  • Engagement Tactics:
    • Action Item: Distribute printed, simplified versions of the workbook and calendar at community centers, libraries, and places of worship.
    • Action Item: Partner with faith leaders to host "Atlanta's Future" sermons or talks, encouraging their congregations to participate.
    • Action Item: Empower community heroes from the workbook to act as "Neighborhood Ambassadors" for the celebration.

4. Educators, Students & Families (e.g., APS, University Presidents)

  • Strategic Priority: Integrate the workbook into curricula to foster civic education and inspire the next generation of leaders.
  • Engagement Tactics:
    • Action Item: Develop lesson plans based on the workbook's content for different grade levels, focusing on Atlanta's history, leadership, and civic processes.
    • Action Item: Launch a "My Vision for Atlanta" essay or art contest for students, with winning entries featured on the city's official website.
    • Action Item: Higher education leaders (e.g., Ángel Cabrera) can host a symposium on "The Future of Atlanta: An Intergenerational Dialogue."

5. Historians, Artists & Cultural Institutions (e.g., Atlanta History Center, The Fox Theatre)

  • Strategic Priority: Ground the forward-looking initiative in a deep and authentic understanding of Atlanta's rich history and culture.
  • Engagement Tactics:
    • Action Item: Host a series of panel discussions on "Atlanta's Cultural Anthropology," featuring local historians and artists.
    • Action Item: Commission a collaborative public art project inspired by the "Vision Board" submissions.
    • Action Item: Use landmark venues like The Fox Theatre to host a capstone celebration event.

III. Productive Learning Global City/Global Village - Atlanta 188 Project Index

This index serves as a guide to the core components of the initiative, framing them within the educational philosophy of Productive Learning and the concept of Atlanta as a Global Village.

  • Pillar 1: The City as the Classroom (Productive Learning in Practice)
    • The WPA-Style Neighborhood Guide: Explores the city's diverse microcosms (Inman Park, Buckhead, West End, etc.) as living learning labs.

IV. The Rollout: A Phased Approach (June - December 2025)

  • Phase 1: Launch & Awareness (June - July)
    • Official launch by the Mayor.

    • Focus on engaging schools before the summer break.
  • Phase 2: Deep Engagement & Participation (August - October)
    • Execution of the "Calendar of Participation" events.
    • District-level town halls led by City Council members.
    • Targeted outreach to business and community organizations.
  • Phase 3: Synthesis & Celebration (November - December)
    • Analysis of "Vision Board" submissions.
    • Publication of a "Report to the City" summarizing the key themes and ideas.
